Default Can links be exchanged between sites of different languages?

In the Slovenian language, I have a website. With a few Slovenian website I have been able to exchange links. However, now I desire to exchange links with English language based websites. What option would be better in this case?

Is it good if I translate my front page to English language and put an inbound link to my Slovenian main page on the translated webpage? Alternatively, would it be better instead if my main page description was translated to English and links were exchanged directly to the Slovenian main page? From an SEO perspective, would doing either of these things have any impact?
